Local Law 84 was signed into law in 2009 as part of a larger package of energy laws known as the Greener, Greater Buildings Plan. The law applies to New York City buildings larger than 50,000 squares The law requires owners and managers to report their building’s energy usage to the City of New York on a yearly basis. Redocs currently handles the Local Law 84 benchmarking process for nearly 1000 buildings. We take care of the whole compliance process from start to finish. Redocs has benchmarked hundreds of New York City buildings under Local Law 84. We do the entire compliance process on your behalf. This includes setting up your properties on the required EPA Portfolio Manager website, entering pertinent space characteristics, reporting all energy usage information in the required format, extrapolating missing data from Con Edison consumption reports, and submitting the required report to the City of New York. Energy Benchmarking is the process of tracking a building’s energy usage for the purpose of making comparisons. These comparisons could be internal, such as tracking a building’s energy performance in one year versus a previous year. It could also be external such as comparing a building’s energy performance to that of similar buildings. Energy Benchmarking is now being mandated by law in New York City, Washington DC, Seattle, San Francisco, Austin, Chicago, Philadelphia, Boston, and Cambridge. It is expected that many more municipalities will follow with benchmarking laws of their own. NYC Local Law 84 Benchmarking is due December 31st. Most buildings have complied. Local Law 87 requires that all New York City buildings greater than 50,000 square feet undergo a professional energy assessment and that the results of this assessment be filed as a report with the New York City Department of Buildings. The law is divided into two components: Energy Audit Requirement An assessment of the building’s systems for the purpose of identifying recommended but not required energy savings measures. The recommended measures are to be provided in a report to the building owner and filed with the New York City Department of buildings. Retro-Commissioning Requirement An assessment of the building’s base systems for the purpose of ensuring that a building’s systems are operating as intended. LL87 lists 25 “retro-commissioning items” relating to the building and its operations. Items found to be deficient are to be provided in a report to the building owner.
